The committee looks for a preponderance of qualitative and quantitative evidence, including ability, achievement, creativity, parent and teacher input, MAP and universal CogAT data for Grades 1 and 3. The district says performance near the 97th percentile may indicate a need for service but does not publish every test name and discourages test preparation.
