Monroe's elementary cluster criteria are unusually explicit: CogAT composite above 132 plus spring ELA and mathematics MAP above the 95th percentile, each with a stated three-percentile flexibility band. The district also operates several separately selected advanced programs.

Published processElementary Cluster placement uses CogAT VQN composite above 132, spring ELA MAP above the 95th percentile with a plus-or-minus three-point band, and spring mathematics MAP above the 95th percentile with the same band. Other gifted and advanced services use separate multiple-data-point criteria scaled to program design and capacity.
Published modelElementary clusters embed Renzulli-inspired inquiry, reasoning, creativity, research, mentorship, and real-world problem solving in general classrooms. Other offerings include accelerated mathematics, advanced ELA, advanced art, and no-cost zero-period CO4E robotics and coding, with program-specific admissions.
