Holland uses a three-tier service model and accepts nominations from teachers, parents, staff, and student performance. Nominations are due before April 1, decisions follow within 60 school days, and the district publishes distinct intellectual, academic, creative, and leadership routes.

How students are considered
Published processMultiple measures may include screeners, pre-assessments, reading benchmarks, standardized tests, rating scales, classroom products, portfolios, nominations, and observations. Intellectual eligibility needs one of: full-scale IQ at least 125, aptitude at least the 90th percentile, or psychologist-authenticated evidence. Academic, creative, and leadership routes each require two published indicators; the academic route includes NJSLA at least 785 or documented performance two or more years above grade level.
What service can look like
Published modelTier I provides classroom differentiation to students meeting entrance criteria. Tier II adds flexible, targeted push-in or pull-out groups, compacting, advanced projects, competitions, online or specialized curriculum, and counseling. When those supports are insufficient, an I&RS team designs individualized Tier III service that may replace core instruction and include advanced coursework, independent study, mentoring, dual enrollment, or subject or grade acceleration.

01Before April 1, ask the teacher to submit the grade-appropriate referral to the building I&RS coordinator and retain the receipt date.
02Identify the route—intellectual, academic, creative, or leadership—and provide evidence that matches its published criteria.
03Request all screening, benchmark, standardized-test, rating, portfolio, observation, and classroom evidence reviewed.
04Track 60 school days from nomination receipt and request the written placement decision if notification is late.
05If eligible, ask which tier addresses the child's actual pace and subject need and obtain the intervention goal, schedule, and progress measure.
06For an appeal, write to the G&T coordinator, identify the disputed criterion or missing evidence, and track the separate 60-day response period.
