How students are considered
Published processParents, guardians and teachers may nominate in November or March. For K-2, referrals can include a nomination form, SIGS rating scale, portfolio, classroom performance and assessments; every student takes the Naglieri Nonverbal Ability Test at the end of Grade 2. For Grades 3-8, the district first reviews district, state and universal data, with a 97th-percentile or exceeding-expectations result allowing advancement to screening. Step 2 may use SAGES, TOMAGS, NNAT or another ability measure. The school team then reviews the full body of evidence and identifies students demonstrating ability or achievement equivalent to the top three percent of same-age district peers.

School-based teams match identified students with options designed collaboratively around problem-solving, analytical thinking, patterns, analogy, reasoning and spatial visualization, while classroom teachers monitor progress.

01Discuss the child's learning needs with the classroom teacher before completing the current QUEST nomination form in November or March.
02Submit authentic supporting evidence—such as a portfolio or specific examples of unusually advanced reasoning—using the district's current form and principal contact.
03For Grades 3-8, request the district, state and universal assessment evidence used in Step 1 and ask how the 97th-percentile or exceeding-expectations route was applied.
04If the child advances, confirm which screening measure—SAGES, TOMAGS, NNAT or another ability assessment—will be used and whether parent consent is required.
05Request the written eligibility decision and a plain-language explanation of how the full evidence supported or did not support the top-three-percent determination.
06If appealing nonselection, write promptly to the superintendent and ask the district to confirm the submission method, review evidence and response timeline in writing.
