What the evidence confirms

Gifted Services

Newport News combines early talent development, primary gifted pull-outs, gifted cluster sites, and a wide range of advanced secondary courses.

How services work: Explorer and Expedition develop talent in K–2; primary pull-outs and grade 3–8 cluster programs provide specialized instruction, followed by AP, IB, magnet, dual-enrollment, and Governor’s School options.

How students are identified: All second-graders are screened. Referrals from educators, families, counselors, administrators, or students are reviewed using aptitude tests, observations, family input, grades, and performance evidence.

State context

Virginia local plans for gifted education

Virginia requires each school division to identify gifted students and provide services through a locally approved comprehensive plan.

For families: The statewide requirement is consistent, but areas of identification, evidence, grade services, and delivery are local.
