Gifted and Talented
Talbot provides early talent development, gifted pull-out instruction, and a cross-curricular problem-based program built around advanced learning needs.
How services work: GT teachers deliver Primary Talent Development in PreK–2; qualifying first- and second-graders receive specialized pull-outs, followed by the district’s problem-based, cross-curricular gifted program and advanced secondary options.
How students are identified: Universal NNAT-3 screening begins in kindergarten and CogAT screening occurs in grade 3. Teams combine cognitive tests, behavioral assessments, and achievement indicators, with school referrals available through counselors.

Maryland gifted and talented education requirements
Maryland requires universal screening no later than grade 3, additional identification in grades 3–5 and 6–9, and differentiated services during the regular school day.
For families: Every Maryland system must publish an equitable identification process, identify a significant number in every school and at least 10% systemwide, and provide services that accelerate, extend, or enrich instruction.
