State research baseline

South Carolina gifted and talented requirements

South Carolina requires every district to identify and serve academically and artistically gifted students, with statewide second-grade census testing and common eligibility dimensions.

What this means for families: Academic eligibility generally requires qualifying evidence in two of three dimensions—aptitude, achievement, and performance—or the state's automatic high-composite aptitude route. Local service models and schedules vary by district.

Charleston County School District

Gifted and Talented / SAIL

Charleston County School District combines state academic gifted identification with elementary SAIL, advanced secondary courses, and artistically gifted SMAART opportunities.

How services work: Most elementary schools use SAIL pull-out resource rooms or special classes led by gifted-endorsed teachers; secondary students use honors and AP classes, while artistically identified students may join after-school or summer dance, drama, music, and visual-art programs.

How students are identified: All second-graders receive CogAT and Iowa screening. Later nominations remain available through grade 11, with eligibility based on South Carolina's aptitude, achievement, and performance dimensions; artistic identification uses family or teacher nomination and discipline evaluation.
