Gifted and Advanced Learning (GAL)
Baltimore City uses a talent-development continuum with gifted, advanced, and talent-development classifications and individualized learning plans.
How services work: GAL work is integrated into classrooms through differentiated and supplemental lessons rather than being limited to separate pull-out programs; secondary pathways include honors, AP, IB, and specialized programs such as Ingenuity.
How students are identified: Universal ability screening begins in kindergarten with NNAT or CogAT. The district combines nationally normed ability and achievement measures and may use motivation and creativity evidence; identified students receive an Individualized Learning Plan.
