State research baseline

Maryland gifted and talented education requirements

Maryland requires universal screening no later than grade 3, additional identification in grades 3–5 and 6–9, and differentiated services during the regular school day.

What this means for families: Every Maryland system must publish an equitable identification process, identify a significant number in every school and at least 10% systemwide, and provide services that accelerate, extend, or enrich instruction.

Advanced Programs / GATE

Washington County’s advanced-program continuum serves gifted and highly able learners through school-based GATE, magnets, advanced courses, arts, IB, and early-college options.

How services work: Early Talent Development begins in PreK; GATE serves every elementary school, four full-time elementary magnets serve grades 2–5, five middle magnets and merit courses extend the pathway, and high school adds honors, AP, IB, arts, and leadership programs.

How students are identified: Universal screening begins in grade 1 and continues across the district, using multiple measures of ability or aptitude, performance, and potential. Competitive magnet placement is separate and not guaranteed by GATE identification.
