Liberty publishes one of Arizona's clearest elementary gifted pathways: universal kindergarten screening, three referral-testing periods, a 97th-percentile CogAT rule, a portfolio route for near-threshold scores, all-day cluster services, and an optional self-contained Multi-Age Gifted program.

How students are considered
Published processKindergarten students receive a universal CogAT screener; students in Grades 2-8 may be referred by a parent, teacher, administrator, or themselves. Liberty uses CogAT and may use Naglieri for English learners. A score at or above the 97th percentile in verbal, nonverbal, or quantitative reasoning qualifies. Scores from the 94th through 96th percentile may enter a portfolio review for cluster services.
What service can look like
Published modelKindergarten students receive enrichment in the regular classroom. In Grades 1-8, identified students attend cluster classrooms at every school and receive differentiated curriculum, extensions, research, and higher-order work throughout the day. Highly gifted students in Grades 3-8 may be considered for the self-contained Multi-Age Gifted classes at Westar Elementary. Each identified student receives an Individualized Gifted Plan with trimester progress updates.

01Use the district Permission to Test form before the applicable September, December, or April cutoff; kindergarten families should instead confirm the universal screener and opt-out dates.
02Ask whether CogAT or the language-reduced Naglieri assessment will be used and request the verbal, quantitative, and nonverbal percentile results.
03If any score is 94th-96th percentile, request the portfolio instructions and assemble authentic schoolwork and other evidence through the school Gifted Lead Teacher.
04After identification, review the Individualized Gifted Plan and confirm the child's actual cluster services and trimester progress-review schedule.
05For a highly gifted student in Grades 3-8, ask whether the Westar Multi-Age Gifted setting and transportation availability fit the student's needs.
